I have a querry regarding my ISP, hope this is the most apropriate section.

I don't have a complaint, but rather a curiosity...

 

I have a 2 Mbps (that's megabits, and yes, we have such slow speeds in third world countries) unlimited internet connection. But strangely, on most torrents with plenty of seeders/leechers, I get download speeds of about 3-4 MBps (mebabytes, with a capital B , and I have seen speeds as high as 9 MBps. Also, I can play 1080P youtube, and the buffering bar just zaps ahead of playback, no stuttering. As far as I know, 2 megabits is not enough for 1080p youtube. I also higher speeds in Windows updates.

But other than the aforementioned cases, the Internet speed everywhere else is roughly 256 KBps, which is what it is supposed to be (2048/8 = 256).

 

My query is: how and why?

 

I first thought that if any peers/seeds were on the ISP's own network, and the data didn't have to go to the Internet and back, the ISP was allowing much higher speeds internally. But that couldn't explain other cases. I would like to have your thoughts.

 

This is not marketted by the ISP anywhere. The minimum promised speed is delivered everywhere, so I don't know if they are breaking any laws there. But my friend also has the same experience with the ISP, so I guess it is true for other customers as well, and thus it is hard to assume that it's some glitch and the people at ISP don't know. If they are doing it intentionally, then I wonder how they able to afford all the bandwidth (my bill is equivalent to roughly US $8.7 per month, there's more discount for 6 month and yearly payments).

 

For obvious reasons, I did not want to discuss this issue with the ISP, and also I do not want to reveal what ISP I am talking about. It is a small local ISP, and I have heard that they use a leased line from a much larger ISP.

i get 1.5-3 mbps and i pay 60 fucking USD a month

As I said, not complaining, just curious.

Most likely:

1. The ISP doesn't provision the speeds as strictly, or

2. They've bumped you up to a higher profile without mentioning or advertising it - yet they apply QoS to certain traffic to keep your speeds down, but their QoS system isn't very comprehensive.

 

I would guess the latter is the case.
