I heard some people say it's not particularly quiet, but I have not used it myself.

I dont hink its loud at all.I used it with an i3 4160 though,temps were on the 65-70 running aida 64

Why?

 

It's a locked chip. You can't overclock it.

And not only that, but if you already have a cooler, what sense does it make to buy another one if the one you have does the job satisfactorily?

 

There is no need for an aftermarket cooler on anything that isn't an unlocked chip. At all.

the only time you use an aftermarket cooler is for looks or OC, the stock cooler will ALWAYS be sufficient for stock speeds on the processor it ships with, theres a reason they give you one with the processor

That would be personal preference. If you have now older PC with stock cooler, it will be quieter than that. But almost any aftermarket cooler will be more silent.

It isn't terribly quiet, and it gets louder with age (in my experience, if you maintain it and keep it dust free this will probably be mitigated) but as you have a locked chip, you can't overclock it, so keeping the chip cooler won't really get you any value for your dollar.  Unless your ambient temps are SUPER high it won't really do you any good.
