I'm posting for a friend, he currently has an i7-2600 for a CPU which was given to him, he already has a motherboard too, and other parts. He only has about 115-120 USD for a graphics card. Buying used the option to go?

You can probably get a used 280/X for that much. 

I used to be quite active here.

sometimes you can get r9 270 for that price or r9 370

 

not as powerful but new.
