I have an overclocked FX-8350 and an overclocked R9 290X on a Corsair TX650 V2 PSU and I have no issues. It's a unit made by Seasonic, but so is your XFX, so you're good.

Running overclocked 8350 and HD 7970 Ghz edition on 650w. That's sucking more power than a Titan X and a 5960X.

The readings off my corsair link psu for my r9 390 is 500w at max. You should be fine since the 390 and 390x has identical tdp

TDP has nothing to do with that.
