An I7 CPU will cost you a minimum of $300 right of the bat. a decent video card will be $200

it doesn't fit in the budget.

also, an all in one as in the computer being inside a monitor (like most desktop macs)? if so, your SOL my friend

I tried hard to keep it under $700 (after rebates). You can drop the price some more if you go with an even cheaper board, maybe save another $10-$20. Can also get a cheaper PSU too. I didn't include a case because you did not ask for one. You also did not specify why you needed an i7, so chose the locked version and no aftermarket CPU cooler.

This is a very tight budget to have an i7, so be mindful of what you are asking for, and good luck.

why Z97 with a locked CPU? I know it's gotten cheap, but the 4790k is only an extra $50

For $700 i7 is a huge waste, go for the Xeon and a B85 mobo will save quite some money for other components

why Z97 with a locked CPU? I know it's gotten cheap, but the 4790k is only an extra $50

Z97 supports overclocking memory. Read my signature for my tests done on memory speed and the impact it has on gaming. When i made that list, i was unsure of his intentions with the build. If he wants to save money, he can save about $20 by going H97, or another $30-$40 if he goes with a B81 or B85 board. If he is willing to overclock, or can stretch the budget for an aftermarket cooler, then yes, 4790k would be the obvious choice.

i believe in this case, as has been mentioned by others, a xeon is best
