I would drop the water cooling and get a nice air cooler and ... I don't see storage.  might through in a hd or ssd.

It is enough. As long as you don't have to pay significantly more, it's better to get a higher-wattage PSU. It doesn't draw any more power than it needs, but you have more upgrading headroom, so you only benefit from that without losing anything.

If you already have the storage, the build I linked is basically the best bang for the buck build you can get. Would outperform 4690k+970/390 any day.
