Is it on the exterior surface of the monitor?  Perhaps it can be wiped off with a soft cloth. If it's not on the exterior surface, try changing the background color to see what happens.  You may have some kind of residue that did not either get properly cleaned off or applied by the manufacturer and you may be able to exchange it.

It's not on the surface since I tried cleaning it, even applying a little bit of pressure to see if it would change doesn't affect it.

I don't think anyone here can give you a solution to solve the problem.  You may have to send it in for servicing or replacement.  This blotch or whatever it is seems to be within one of the various layers that make a LCD panel, and these layers are either stuck or pressed together tightly.

yeah, sucks because I got it back in September from ebay. I guess I'll wait till it fails even more and get a new monitor.

Oh eBay, not something you bought brand new?  That kinda sucks, else as this is a manufacturing defect (most likely) you would be within your rights to ask for free repair or replacement.
