Lizard Squad is a group of hackers (or rather DDOS'ers) while the hissing thing is from a YouTuber 'UnlistedLeafy' who often mentions the conspiracy theory of that people think people (or government people/presidents/etc.) are actually lizards in disguise.

 

Keemstar talked about it and they shut down Xbox and PSN down like December 1st
