R9 390 nitro or gtx 970 strix

As the title says. Now I'm not looking a raw fps. I'm looking for quite and cool"ish" gpu. 1080p 60hz. May oc a bit but not a ton. I'm aware the price difference and it's marginal to me. :)

The 390 is the better performing, cooler and quieter card.

How much cooler and quieter does it run? I've heard from a friend his strix is pretty freaking quite. No one I know has an r9 390 so can't ask them personally.

If you're not a "fan" of FPS and you're only looking at 1080p60hz you should actually go for a 380 or 380x instead: A 390 is fairly overkill unless you want to push something even greater or have very strict and high requirements at 1080p (i.e. I use 1080p but I want to always get 60 FPS MINIMUM (meaning average of around 80 or 90) with high or ultra settings)

The Nitro cooler is the best you can get on a 390.

i think you heard the reverse, cause the strix cooling system is awful

and the 390 is better by the way

The R9 390 hands down! It performs better, cooler and LOOKS BAD ASS! I am using the R9 390 NITRO now and it kicks ass!

I have an r9 380 2gb right now. But 2gb is low. So instead of paying $250 for r8 380x I can just save up a bit more get an r9 390. It'll last longer for 1080p. Hopefully long enough so I can save up for a new rig in 2017.

That's also my reasoning so in that case yeah the 390 seems like the best fit for you specially because of the 8gb vram. It's overkill but it's better than 3.5.

Stock for stock, the 390.  The ASUS STRIX is hot garbage for overclocking anyway.  You'll end up happier with the 390.  But only because you stated that you're only going with a light overclock.  If you were going to put water blocks on them and really overclock them, then the 970 is the best option.  But....I digress.  Sounds like the best option for you would be the AMD card.  = )
