How do I get a mail-in-rebate card for newegg

Yes, you will.  You pay the full amount upfront and then proceed to mail-in your rebates to the companies involved.  

 

For example, you will follow Asus' instructions to send the rebate to Asus, not newegg.  Within 6 weeks or so, you should get a card in the mail.

I have a build coming up in 2016 http://pcpartpicker.com/p/BpKNdC and the mail-in-rebates are on newegg. Will I have to pay $ 393.93USD at first or not please help

You will pay the high price then you get some kind of cheque or money in the mail

You have to pay the 400$ up front and then you do MIR's afterwards.

Yes you pay full Price at first. Once payment is cleared you will print the mail in rebate/ mail it/ recieve a prepaid card, check, etc. with the rebate in the mail.
