Best card (AMD or NVIDIA) for a non-gaming PC w/ 4k display

Alright, so my older brother is looking at getting a new monitor for his computer that he uses for work and school. The monitor he is looking at is a 4k curved 34" display. Please don't suggest something else, this is what he's set on. Anyway, I was doing some research and am trying to figure out what Graphics Card would be the best. He lives out of state, and I havent gotten around to doing a check on his hardware, but he is using integrated graphics. I can get some more information soon if needed. I was looking at a GTX 960, but wasnt sure if there is a better AMD option that would be cheaper, and could drive this display. He is not going to be gaming at all, this is just for work. 

Also, I looked on geforce, but it says that the 950 cannot drive a 4k monitor, but I assume that is talking about in-games, which he wont be doing. 

 

What's the best option?

Any card should theoretically be able to drive a 4K display - if not gaming just get something cheap
