Gpu load low on other games

Hi,
just want to ask a question about gpu load. i notice when playing my games here. some old games are low fps compare to other old games too. for example
Assassin's creed 2 and Mafia 2.
Ac2 will go 30-50fps only (medium setting)
Mafia 2 will go 60-70fps (high setting)
so weird.. also notice that gpu load on ac2 will go upto 28% only (max) and it will not exceed.
but on Mafia 2 it will go upto 90% gpu load.

my specs are
A8 6600k
Palit super jetstream gtx 960
8GB kinston 1867mhz
f2a68hm-s1 mobo
and a 650W rise psu.

Try putting up higher settings, sometimes GPU's react oddly unless they're being given a heavy load.

Ive tried that but it gives me less fps

If a recall correctly your CPU isn't powerful at all and may be bottle-necking your 960

Is it possible that itl bottleneck on some games? and itl also work for some games?

not so sure if this will work cause my cpu clock is already at 4.2mhz

Some games require a more powerful CPU and others don't need a powerful CPU...It all depends on the game
