You'll only need the 520w version.

620 if you want to upgrade the GPU soon

I don't see the need for the 620w version, because the 520w can handle any single GPU setup.

I am planning to buy Seasonic S12 II tomorrow, I'm wondering which should I get 620W or 520W to power my FX 8320 and Gtx 750 Ti

I'd suggest the 620w for future expand-ability, but you should be fine on the 520w

but I have 80MM and 120MM fan, 520 is still enough?

Fans have usually a power consumption of around 2 - 5w each at max. RPM.

I guarantee you that you won't have any problems.

250W would be an excessive guess as to how much power you'll use so take that as you will.
