what does it mean 80 Plus GOLD certification on psu ?

Its efficiency. If you have a 100watts powersupply and its 80+ gold that means it will roughly take 120watts from the wall to deliver 100watts to the PC.

But the rating doesnt have to mean a psu is good. There are plenty of powersupplies with 80+ gold that are really bad.
