:-) Do you have Nvidia Experiance Share (Beta) installed?

 

Disable the share function and it should work again. This is a problem between Steam and Nvidia Share, they can not use the same mic at the same time.

So if i am on steam voice chat i can hear the other person but they cant hear me and in window when i talk the green bar still goes up and i can still record my voice. Also the realtek sound blaster software says it doesn't detect any microphones. Btw i am using a webcam as a mic

 

I am reposting this bc nobody answered me the first time
