Cheap? How cheap? What's your max?

I'm looking for a cheap graphics card that will work well with an Athlon 5380, or Sempron 3850

maybe an r7 250

Double post? Anyways, I think the best card right now is the 750ti. If you get it new, it'll cost you a little over 100$ but I'm pretty sure you can get one used for cheaper.
