With or without buying second?

As for CPU, lowest I would go is i3 4160 or so or a second hand i5 from gen 2 or up, if you can find a decent priced motherboard for it.

As for GPU, I would say the minimum is around the GTX 750 Ti/GTX 950/R9 270, or a second hand 660 Ti or higher, or 7870 or so or higher.

You can probably get something good for 400 pounds or so

I would monitor clearance at Micro Center and Evga B stock. Evga had 780ti Kingpins for $199 and I got my r9 290 for $143 at Microcenter. Both crush the gtx 960 which is what you will find for $200 new

Current PC: Origin Millennium- i7 5820K @4.0GHz | GTX 980Ti SLI | X99 Deluxe

GTA is a CPU intensive game, and lowering graphics settings wont reduce your CPU load. As such, you really need a minimum i5. Also, if you're getting that, you might as well get at least a decent GPU. This is the cheapest system that doesn't sacrifice price to performance and should meet your needs very well. I may have skimped a bit on the mobo/case, but I didn't skimp on the PSU, and honestly you're not going to be going dual GPU on this budget anyway so skimping on the mobo is fine with the low TDP of the i5.

That would be perfectly fine for 60+ fps if you don't mind not having the graphics settings on max. If you do want max graphics settings, then you can simply replace the GPU with this one:
Video Card: PowerColor Radeon R9 390 8GB PCS+ Video Card  ($298.98 @ Newegg)

However that would obviously increase the price significantly.
