Don't get a 960, get a 380

if you dont need/want any nvidia specific features, this.

and once again quoting corsair's website: "perfect for basic builds"

in what world is a gaming card related to a basic build?

if your total system wattage isnt above 430 watts it shouldnt be an issue, but please for the love of god use a power supply as intended, and dont use it for something it was not designed to do.

 CX series are crap.

To call them "crap" is a bit of a stretch. Are they of the highest quality? No, but they're not supposed to be. They're budget oriented units - here's TPU's review of the CX600M: https://www.techpowerup.com/reviews/Corsair/CX600M/1.html

i heard theres a VERY high variance in quality between the different CX models i heard, but +1 to you for providing a reputable souce.

one thing that does concern me about these reviews is a thing they cant test: long term reliability.

if your GPU dies after 5 years, well.. bummer, get a new GPU.

but if your PSU cuts out after a few years, theres a considerable chance of it taking out other stuff as well.

EDIT: fished this off of tpu: https://www.techpowerup.com/reviews/Corsair/CX430_V2/1.html

There is variance. The 750W model can realistically provide 650W in a high temperature environment(Jonny's hot box testing) because it shuts off at about the 650W mark. The 850W model though does significantly better, being able to exceed its rated temperature while providing full power. However, at the time of testing, the unit still does a decent job. No review can really attempt to look at long-term reliability unfortunately.

XFX TS 550W 80+ Bronze, it's $26.99 atm. (Also please get an R9 380 if you don't need Nvidia's features)

It's $50... Intitial cost.... and MIR don't always come through.  Definitely good PSU for $50 though.

380 is 15% more powerful on average and also can use 4GB of VRAM properly.
