Dumb question here.  How do I make a GIF I found on G images my profile picture.  I see people with GIFS.  IS it exclusive to some people or can everyone do it.

You have to download it into your PC, and then upload it here like any profile picture.

It's pretty straight forward. Just upload a gif file. It has to be a certain file size though.
