I agree with ThatOneRussian "Xeon  or a 5960X" also a 5820k and 5830k could be used if the budget is sub 2k.

Some videos will be 2 - 3 hours long at 1080p I plan on if possible putting 2 videos out a day or more most will be around 20 - 30 mins 1080p while there will be a few at 2 - 4 hours long at 1080 p still need to make sure 2 videos a day

That doesn't matter.

You have to choose components depending on the customer's needs. Okay, I know, op is not a customer, but you have to take resposibility here. Keep in mind, you're playing with his money. If you tell him he needs a $600 Xeon while he doesn't need it, then you're are the reason why he wasted $300, because he could've gotten a 5820k for example.

 

Just please, be careful.  ;) 

Anyways, now we know a lot better what he is actually trying to achieve and what his needs are. Now you can eventually recommend a Xeon if you think it will safe him enough time to justify the extra amount of money.

 

I don't know out of the top of my head which Xeon would fit his scenario best. Maybe you have an idea.  :)

General rule of thumb is 2 gigs of ram per thread. Keep that in mind when you upgrade, also don't rule out an old refurbished workstation with dual xeons, they are out there and within your budget.

 

Edit: Do you game also, do you wish to overclock? In that case I think I would lean towards a 5960X or whatever 8-10 core fits your budget. Getting the 2011 v3 socket you could always go for a cheaper chip and see if it is good enough, if it doesn't suffice and you get more funds then you can sell that chip on fleabay and pitch for the 5960X or one of the 8-10 core Xeons below.

I can't justify $350 for .2 GHz between it and the $1000 one at least the $1200 has 10 cores though.
