Well do you already have a 4k display? Because if not the 970s are a bit of waste, and in addition the 390 is a better card overall and you should shoot for that.

Anyways this one includes a 4k IPS Free-Sync Display, and it's made to support a second 390 down the road, hence the 1000W PSU

Is there anyway I can improve this build? And no, no AMD cards.

I plan to use all fan mount locations for the build, having the single radiator on the top, along with a fan beside it.

The back of the case has a single fan, bottom having 2 fans and the front having 2 fans.

The intake would be the front, the fan beside the rad intake and the rest would be exhausts.

Why not? 970's in SLI is wasteful .

Maybe change the 970 to R9 390

Edit : Sorry I didn't see the 'no amd cards'

Well because I like that the two 970s now are blower style and push the heat outside the case instead of into the case, allowing for a better airflow which is what this build is mainly about.

Also, since running in SLI will significantly increase the heat, having two cards side by side is a tad too hot for me to imagine.

AMD has blowers too... Oh, and that cooler doesn't cool the VRAM :)

Big issues

Z-Series Motherboard with a Locked i5, really?

Water cooling a locked i5, really?

120GB V300 SSD, bad memory

Minor ones

Fractal case with window, you take away the noise reduction

Dual GTX 970s, just cost-to-performance issue

Non-modular PSU, why?

Hmm, so I take it that I need to change the cpu to a 4790k.

What memory is good?

Why is the ssd bad?

I'm not really in for the noise reduction, I just really like the plastic brushed style fractal has going on. Also the fans on the bottom :D.

PSU choosing might be my fault, I just realised I reversed the PSU in my head, non-m means preattached, dangit!

Which graphic cards would you recommend?

A blower card is really only going to be useful in a compact ITX rig, otherwise an after market heatsink is going to dissipate heat just fine, all you need is some air flow in the case, which you need for the blower anyways

Also just pick up a 4 pack like this one over those fans, 12 bucks for 4 fairly quiet fans

that ssd isn't bad, its horrific, kingston messed about with the nand chips in the v300 and now they get read speeds of 150mb, google it if you want to find out more

Seems like a solid choice, ill probably take this, and swap out the case with the r5 window, drop the monitor and bump the graphics card CPU DERP to 4790k.

Also adding storage, which will probably be a good sdd and wd blue 1tb.

Something like this at the $1500 mark.  This is $35 more than your original.  Because I did red/black, it cost more...lol.  I can cut $50-$100 easily, without losing performance.
