the gpu to cpu ratio is kinda bad, drop the cooler and get a cheaper motherboard and get a r9 380

I would go down to a core i3 and a cheaper motherboard, remove the Hyper 212 Evo and get a better graphics card.

I wouldn't trust that power supply and I'd like to say that you should go with at least a decent 550w in this case.

450 for the first build might be a little bit light, but Enermax is one of the BEST brands for psu's btw, and for the second build its by far the best option available.

I think he wants front USB 3.0 ports. The NZXT case you chose, if I remember correctly, doesn't have those front USB ports.
