iPhone Ring Tones?

I know, this post belongs five years ago. But I just got my first smart phone and it's an iPhone 4.

What windows program can I use to make ring tones? The file format has to me *.m4r for iTunes to not complain about it, and i'd prefer a program i don't have to install, just run. Also it needs to clip the song to around 30s. Any suggestions?

use audacity to edit the song of your choice to 30 seconds or less. and rename the file extention or m4r.

Thank you all for the answers. I appreciate it. If this was XP, I would have just used Windows Movie Maker to clip the audio, but alas Windows Live Movie Maker sucks now.
