Weird restart problem

Every time I restart my PC, it stays for about 5 seconds as if it is turned off, but the power button still lights up and when it starts to turn on, the psu fan starts at a very high rpm and then slows down and the psu makes a click or it could be the whole fan, this only happens when I restart the PC, not when I turn it on after it was turned off. Should I be worried? PSU: Seasonic G12 GC-650, 80+ Gold, 650W

What's your motherboard. CPU, RAM and GPU?

Why do you think it's a PSU issue instead of, for example, a motherboard issue? The motherboard dictates everything in the system.

Sounds kinda normal IMO. The click is a relay. The fan speed ramp is normal. Taking a long time to boot is a trademark of expensive gaming boards and server boards.
