It would not be a bad idea to get something like a hyper 212 and do a bit of overclocking on it.

that just pushes the budget further plus i would probably have to change the case

  Well then just go with the stock cooler. Should do fine without any overclock.

The 7850 destroys any APU in terms of performance fyi--not sure why the OP would want to downgrade.
