Screen tearing everywhere! (Or something)

Hi! :)  i have recently experienced some issues with screen tearing in videos :(  (I think) Games work fine ;)  but When i play certain youtube videos (Some work fine some have the problem) There are virtical lines everywhere! Only when it is moving quite a lot :huh: . I installed linux too (Ubuntu) and got no lines but Real big chunky screen tearing in videos :( . I tried everything reinstalling standart drivers, installing the amd driver in linux but noting works (windows is the same) Other linux distros have this too and windows i can't fix either :unsure:

 

If someone can help me i would greatly appriciate it! :P;):)
