Seems way too cheap.

Edit I'm finding broken ones for 5 times that, its hard to believe this thing is real or functional. The seller is too inexperienced IMO, if they had a few thousand good ratings then I would partially believe this is real, but they cant even get their location right...

 

Edit#2: I'm suspecting this seller of boosting, this caught my eye: http://www.ebay.com/usr/alex--world

-same actual location

-ebay can use the wrong location if the seller is using a VPN, which the seller in question is "located" in China yet ships from France.

Obviously a scam, is there a way to inform eBay about this, or buy one, and then if you don't get it just tell eBay/PayPal about it and get a refund? 

I don't know how scams successfully happened through PayPal or eBay.
