Redrawing image

I've seen couple requests in this forum some time ago to increase certain image's resolution or to redraw it.

Let's imagine that this is low res image. What kind of software and tools would you use to draw it in higher resolution? It doesn't have to look 1:1, some detail may be lost.

I hope this makes sense, can't find better examples. :/

@JelleDekkers is good at this stuff.

 

I would assume he uses some Vector image software, like Inkscape or Adobe's Illustrator

I would redraw it myself, using the same shapes and colours
