Well mods don't have it because there higher than just a helper and deal with more than just moving threads so im assuming they don't need anyone at this low of a level. I'd say this is more relevant for a huge forum where mods are just to busy to do little things like this.

It was actually designed to give to a few users basically to assist us with menial tasks; moving threads and flagging spam etc. The issue when we created it though was that IPB 3 does not support giving users individual permission sets or creating a permission group with some moderation abilities. IPB 4 however does so we will probably revisit the concept.
