Graphics Card always running at 99% even on idle

Guys I am in need of your assistance, my ASUS AMD Radeon HD 7870 is having some bad times, basically it is running at 99% all the time, even when idling and it is creating a very high pitched whine, can you guys help me please? Thanks, if you need more info then tell me.

Perhaps re-installing the drivers.

Well I notice that when I try to render a video, nothing works, I can't even do anything, playing games, everything is really stuttery, and it is causing a really bad whine.

Wipe your drivers and clean install.

You have to figure out what's using up your GPU, there are bit-coin mining trojans that basically force your GPU to mine bit-coins for the hacker.

this, run an antivirus scan or something

Download process explorer and check which software is using your GPU.
