Alright so I need some advice. Debating on either a 960 or a 960 4gb card, and I cannot make a decision if the 970 is worth the extra cash. Computer will be used for gaming and school work. Just curious would a 960 run a game like the witcher 3, metal gear 5 very well also same question for a 970.

If you can afford the 970 I would go with that instead. you will get better performance and the Witcher 3 does need a good amount of power to run at a stable 60fps.

I would get the 970

PC is Intel Core i5 6400, GIgabyte H170 Gaming 3, Corsair Vengeance LPX 2x4GB 2400Mhz ,Sandisk Ultra Plus 128GB, WD Blue 1TB, NZXT S340, ASUS Geforce GTX 960. Fractal Design Tesla R2 650W. http://au.pcpartpicker.com/p/793XNG. Graphics card choices don't always have to be dictated on performance. If you want the game stream and power consumption of the GTX 970 get that. If you want raw performance of the R9 390 get that. In the end we are all gamers, so what if your buddy gets an extra 5 fps?

the 970 is much more powerful than the 960...the 960 compares somewhat to a 760 and the 970 compare to a 780 but faster...defenetly worth it to go with the 970 unless you play ''not so demanding'' games...if you want GTA5 to run on high/ultra at 1080p 60FPS you want a 970.

Witcher 3 wants all the GPU horsepower you can throw at it, it's about the most demanding game out right now for GPUs. Here is a comparison of the performance; there is a huge gulf between the 960 and 970 in this game. And Witcher 3 is a pretty amazing game, it's exactly the kind of title we all build powerful custom PCs to play.
