How to get to secret menu for alcatel phones

Hi im having problems unlocking this phone, I have the sim, unlock code and the phone and it wont work.  I unlocked 2 other phones already and they worked fine but this one will not do it.

 

Manufacturer Alcatel

Phone: one Touch Fierce 2

 

i need to get to the network unlock menu and not the service unlock menu

 

What is the code to get into the menu from the call pad.  I tried calling the service provider and alcatel themselves and well their customer service is *&^(* B@#*($&^(* and idk how they even got hired.... hang on my $#$#$ sorry :3
