Is it safe to OC my i5 4460? With included heatsink and fan?

I'm getting 3.2ghz I would like to get 3.5-4.0 with the original CPU fan and heatsink! Is it safe to do this?

You can't overclock a locked CPU

 

Unlocked - K series (Example: I7 4790k)

 

Locked - Non-K series (Example: I7 4790)

OCing is safe with stock heatsink, you just wont be able to get anywhere near as good results. That being said, your CPU isn't overclockable, so no, you wont be doing that. When buying a CPU look out for a K on the end of its number to indicate that you can OC it.

You may be able to get some CPU strap OC done, but that may not work out.

When in doubt, re-format.

if you are lucky you might be able to increase the BCLK frequency by 5%, but i can't say how the rest of your system will handle the possible instability. Memory instability is a giant bitch.You won't see a benefit in performance worth all the issues that may arise from doing so tho.
