I plan on upgrading eventually to two 980s. will my psu be enough then? 

 

yes, two 980's in sli with an overclocked 4690k would consume around 670w. a 750w psu would be sufficient. you may be able to get by using only a 650w psu as well

for a 650w get this:

This is my current setup. Is my power supply overkill? i know that over doing power supply can have negative affects, but i don't know what a good balance is. any advice will be much appreciated.

That PSU is fine. Overdoing a PSU only lowers its' efficiency.

The big factor is, do you plan to stick with one GPU? Or do you plan to SLI later on?

That PSU is fine. Overdoing a PSU only lowers its' efficiency. 

And potentially increases money spent.
