Xeon E3-1271v3 vs i7 4790?

If it's the same price, 4790K is the better option, even without an OC. Out of the box the Xeon is at 3.6GHz with 4GHz turbo, while the 4790K is 4GHz with 4.4GHz turbo. Hence why the 5K iMac uses a 4790K.

I know I can OC with the 4790K, just not much. It is confirmed on here:

I think the overclock just depends on the settings available with your motherboard, VRM don't matter much with Haswell's FIVR: http://www.thetechrevolutionist.com/2013/08/review-asus-h87m-pro-motherboard.html  (that's my motherboard, which will be getting tested with an i7 4790K in the next fortnight-and I'm getting an ATX Z97 mobo anyway).
