I have a HP ENVY Desktop TE01-1287c and it came with a 1TB Seageate HDD and a 16gb Intel Optane SSD. The computer won't power on but we're going to just replace it with something that doesn't use proprietary parts, but we're attempting to pull the data from the drives that wasn't backed up. I have a spare AMD system that I attempted to load the drives into so that I could transfer the lost data to an external drive or our NAS but there isn't a boot option. I was hoping it wasn't configured in windows but if that were the case wouldn't it have a bootloader on either drive. The failed system had a 10700 and proprietary motherboard and PSU and I don't have any 10th gen intel boards to use to recreate the boot sequence. Should I try to use AMD's raid utility to recreate the hybrid OS drive or is there any other options that I could try?

You need to boot your AMD pc and then connect HDD sata port (power should be already connected), no need for optane drive.
If drive doesn't pop up it's probably dead.

Have you tried to power dead pc without any driver, have you checked that power button is not a problem?
