Best $250 video card new or used

I built a new pc and was going to buy the gtx 980 ti and go 1440p 144hz but I've decided to wait on pascal what would be the best video card for $250 cdn new or used for 1080p 60hz gaming? (waiting on new asus 144hz ips monitor)

r9 280x new or if you can find an r9 290 (used or new) with a good aftermarket cooler i would go for that

Used 290/X, but make sure they were used for gaming not mining

970 refurb. I got my 970 SC ACX2.0 from EVGA's b-stock for $254.99 before tax and fees and it's pretty much unbeatable at that price.

Even though the 780ti is faster, I went with the 970 for the extra Vram since I play a lot of GTAV.

Anything 200 series amd, I got my 280x for $100 new so just look and you will find a good deal

go to pcpartpicker.com look at the deals on r9 290's/290x and browse for about a week.  I found my 290 on sale for 249.99 and picked it up.  Its a beast of a card, avoids used and its just fantastic.  If you wanna go used go to ebay, look at the seller and you most likely won't find a mined card anymore.  The mining craze died and reputable sellers wont sell a mined card
