Extremely low CPU performance numbers. Help!

I have been trying to figure out for a couple days what is going on my my new build.  Everything is running stupid slow.  

 

I am getting high 20-low 30s in most games at best.  

 

 

I thought it might have been a Video card issue so I swapped in a 970.   However things have remained the same.  Today I ran Cinebench and here are the results I got.

Great is I was running an old I3.   

 

Computer specs as follows.  

i7 4790K

MSI Z97I Gaming AC

8Gb Ram

EVGA GTX 970 SSC

H100i CPU cooler.

 

Temps maxed out in the high 50s so there is no thermal throttling.   

 

WTF is going on here.

no clue. is the cpu usage at max? is the clock speed getting up right

My rig: r7 1700 @ 3.9/1.35v, 16gb ddr4 3200, assorted rando SSDs, hx 1050, vega 64 1650/1025

Well.. not even an i3, that's a bit better than... my J1900 :P

Anyway, make sure your antivirus is disabled, you've no virus (um... IK it's weird to say this after that xD) and no programs running on background

last resource: what's your PSU? any OCs?

I did, however the problem started 2 days ago under WIndows 7. 

That's seriously weird.

No Antivirus yet and nothing in the background  Fresh windows install on a freshly build computer.   

 

Here is a CPUz Screenshot while Cinebench was running.   I see an issue here....  The question is why..

Ok.  I set a 4.4Ghz OC.   And it is working fine now.   For some reason my processor is not self boosting.   What the heck can cause that?
