Actually, memory usage has nothing to do with GPU horsepower but with the actual bandwidth and texture sizes ingame. The 370 can easily use 3 gigs @ 40fps in most scenarios I can think of.

I'd advise against the 960 as it's horribly overpriced and the XFX cooler on the 280 is lacking at best.

30 fps is fine for the most part, assuming frame times are good. It's definitely not what I'd choose given the option but still playable.

Not everyone can afford to play every game @ 60 fps. I am fine with 30-45 fps if I can still enjoy the game and that means using 3rd party software to make frame TIME stay solid.
