Alright, yes it's good but id reccodmend a better PSU. That PSU is made by FSP. I'd fccodmend a EVGA GS or G2 series for the better reliability. For the CPU cooler get a BeQuiet! Pure Rock. You'll get better temps and it'll be quieter. I'd get Kingston HyperX ram because that corsair ram you may have trouble fitting the cooler in as it looks a bit tall. @njmyers3

That's a decent build, whether you get to 4.5Ghz depends on how far you can get without having to bump up the voltage too much which is the silicon lottery but I would guess that cooler won't really be able to safely handle 1.3V+

  • Overclocking can't be predicted at all. Only assumptions can be made.

Watch out with tall ram. The CPU cooler could be in the way.
