greatest effect on video rendering

I'm gonna replace my crap top that was stolen in my home break in and I mostly use it to render videos in premier for YouTube. Should I be more concerned with gpu or CPU for video rendering?

I'm not looking to break the bank. Trying to stay sub 700 but could go a bit higher if I had to. Also I'm not requiring lighting fast render times but better than I had before would be nice

CPU = 34 minutes (for 20 minute video)

GPU = 24 minutes (for 20 minute video also)

It depends on what you're using to render. (What Video Editing Software.) If you're using Sony Vegas Pro, as long as you have a 200 series or older card from AMD, you can use OpenCL. As well as the 700 Series from NVIDIA. Vegas Pro, nor the Adobe Suite support OpenGL / CUDA for the 900 series from NVIDIA. It would be a safe bet to invest highly into a CPU, however.

So this would bring up a question. Am I really better of with an Asus g751 at 2.5 ghz over a dell i7548-7858slv which says it has 4gb of memory in a graphics card and doesn't say what it is. The dell is like 300 cheaper with the open box
