So, I don't run anything out of the ordinary (dual 1080p monitors, one of which is a TV). But, Windows feels the need to scale the Start Screen and basically every App (not desktop progrtams though) on my TV even though I told it NOT to. For easier troubleshooting, here's a little video I cranked out to show the issue.

It is out, if you're an Insider. It's going to RTM tomorrow, so it means it's stable to enough that even OEMs can use it. If you get it, you get a free copy on the 29th, plus you're the first one to get it. Why wait three months?

I use it on my main PC at home and I have had no issues, besides the Nvidia drivers for Windows 10 making my BF4 framerate drop when there's an explosion. That's not even Microsoft's fault.

Other than the fiasco that was Windows 8 what are you referring to? Vista, 7 and 8 all released just fine, it just happened that Windows 8 was pretty bad feature-wise. Microsoft does massive testing before releasing anything through the Insider program.

How? Have you even read how Microsoft was going to release Windows 10? Insiders get it on launch day, and then it will be released in waves for people who reserved a copy on 7 or 8.1. Micorsoft has been working on Windows 10 for a long time, a crushing bugs like mad. I think Microsoft is taking this edition pretty seriously, don't you think?

You say that you want every bug to be exterminated as you sit here with a 3 year old OS that still has bugs. To help solve 'THIS fucking problem', I would say just get a utility that allows you change UI scaling with more settings than what the Windows default does. Or do something like this: http://superuser.com/questions/629376/how-to-use-different-scaling-for-every-monitor

IMHO, I still think Windows 10 is an option for you. Just give it a thought.

I  don't know if you've already tried this, but could you go to Control Panel->Appearance & Personalisation->Display and check the box marked "Let me choose one scaling level for all my displays" and then use the slider above to set your scaling level and see if that fixes it. I apologise if you've already tried this, but it's worth trying the simple stuff first :)

btw, I agree with you totally on waiting for the issues to be ironed out in Windows 10, just because it works for some people doesn't mean that there won't be issues for others, and while I have reserved a copy of it, I won't be installing it straight away.

Well that's strange, so fixing it on your secondary fubars your primary and vice versa? How weird.

Are you still running the secondary on your Intel iGPU and your primary on the HD7950? If you are then is there not any way you can run both off the HD7950? I have a feeling it might be using the iGPU that's causing the issue and Windows is derping as hard as it is because it can't synchronise the two monitors together.

That's really odd, one more thing though, are you using the scaling options in CCC to fill the screen of one or both of your screens? If you are then it may be that that is screwing with everything, see if setting the scaling options in CCC to default and then using the Windows scaling options fixes it.

I'm really grasping at straws now tbh, I would have thought that Windows would have the same scaling set for monitors of identical resolution regardless of the manufacturer or physical size, but it seems that it doesn't.

Then I really don't know what to suggest, the only thing I found was to do with setting individual scaling options for different resolution monitors and that it wouldn't work, but that obviously isn't anything to do with your situation.

The best I can come up with is that if the problem doesn't stop you from using applications on both monitors then you'll just have to put up with it and hope that it gets fixed soon. I know it isn't a fix, and it's bloody frustrating having to deal with something like that, but I really don't know of anything else that can help you and all anyone is doing is grasping at straws and we might end up doing more harm than good by continuing to suggest "fixes" that don't work.

I'll keep looking for fixes but I really don't think there is one until Microsoft gets its act together and fixes scaling properly instead of half assed measures. The only other thing I can really think of that might possibly help is Display Fusion, that might be better for multi monitor support but I don't have much experience with it and I have no idea if it'll even have an option to deal with your situation.
