For some reason every core is running at 95-98% (3.5 stock) during gameplay and its taking a toll on my FPS (30 average). i'm playing the game maxed out (except AA) on 1440p but my 2 r9 280x's are only running at 40%. do i need to overclock my CPU or is it some sort of bug because this has never happened in any of my other games.

oh hey you live in the same city as me, but no i'm only running msi afterburner to see cpu/gpu/mem usage  

Probably a virus then. Run MBAM.

could be a rogue windows process.

you could narrow it down though, is there abnormally high cpu load at idle? if yes then it's something a miss, if no, it's a gta issue.

Some settings are really CPU intensive. Set every setting to the lowest possible and then start turning them back up one by one. After you apply a setting check your CPU usage for big increases. That way you can find the CPU intensive settings and after testing every setting just turn those down a little.
