A very difficult hypothetical!

If you had to play a game in stable 30 frames per second, or UNSTABLE 40-60 frames per second, which would you choose.

I prefer the fps jumping around 40-60 rather than 30 because it's still smooth, hard to notice

I would say high 40's-60 but 40-60's close enough (as long as its not spiking all over the place), when I see 30 these days even if its stable it drives me nuts, I know some people don't notice it as much though because I've had friends do upgrades in the past running games on V-sync at 30 saying how smooth it is compared to their previous setup but just looking at it (not even playing i.e. no feedback loop) instantly stands out as framey to me.

If your frame rate is always jumping around, but you find a decent minimum that you could deal with...you could use the FPS limiter to keep the frame rate at that value so you don't get stutters.

30, assuming the fluctuation is quick enough that its stutter. if there is no real stutter going on the fluctuation is fine.

Witcher 3 runs at about 40–60 FPS on my PC at my current settings, so it's pretty simple matter to set it to a 30 FPS cap and try it out. The result is that 40–60 FPS, albeit unstable, feels a hell of a lot better to me.

It depends on the game tbh. Some games don't have a good framerate smoothing system so even having 40-60 unstable will feel really sluggish. I did this with Tomb Raider on PC and found it better to just lock it to 30 than to have it jump everywhere. Less distracting... and it takes away from immersion when I realize "HEY I'M BACK AT 60 FPS... W8 NO NOW IT'S GONE WTF"

 

In Shadow of Mordor I didn't lock it because the game still played smoothly with that 40-60 unstable fps. Not sure what it is about the code that makes it work, but it just felt fine regardless of the drops.
