Low rpm Noctuas and SW2's are easily quieter. 

It would help to mention what you're using the fans for.

those fans arent that quiet, and performance is horrid

 

you can get less than 18db fans at 1200rpm that have way more airflow

look at noctua, noiseblocker, bequiet, and fractal design

they have fans close to 15dba at full speed, which is even lower when you run them at 50%

rpm isn't everything. I just helped a friend of mine build a pc that featured be quiet silent wings, at 1500 rpm (their max) I had to turn everything else in the room off to even barely hear it.

How big. Witha  focus on airflow, or static pressure?

 

Be Quiet! Silent Wings 2 are great, as are Noctua's NF-A14 ULN (Or NF-P14s 900). Cougar Vortex are good when you undervolt them a bit.

low rpm != silence, air turbulence and engine noise are the major contributing factors that come to mind (at least for me). As everyone else have said, noctua, be quiet, noiseblocker, fractal design, all have great fans that produce low noise. I myself use be quiet silent wings 2 in the 14mm format, all running off PWM on my motherboard, on a "silent" setting in the bios. it makes very very little sound.

Be Quiet! Silent Wings 3, Noctua SS02 fans.

 

Some things like bearingnoise and motorrumble aren't picked up in the dB test.

 

The BeQuiet fans i own are incredibly silent and can be run at low RPM.

The quietest fans I've come across have to be the 120mm Antec True Quiet Pros I have.

Unfortunately it does not look like they make them anymore so finding any is difficult and kind of expensive.

The next quietest ones I've tried are 140mm Bequiet Silent Wings 2, though the Silent Wings 3 are coming out so you may want to look at those over the 2s.
