i need restrictions otherwise people will just hook up RAID cards and put as many SSDs in as they can.

NOPE!

The Motherboard only has 8 Sata 6.0Gb/s Ports and you have 11 SSD's 

The M.2 SSDs can be replaced by 2 SATA ports each
