what does "ti" mean?

Yes they are usually "unlocked" version of the core

It stands for Titanium. It doesn't mean anything in particular (there's no special relationship between the GTX 780 and 780 Ti, or 660 and 660 Ti for example) it just means NVIDIA ran out of model numbers and had to make up some inbetween ones.

The equivalent to the 970 is the 970. There aren't any redundant cards.

 

Unless you want to talk about the AMD side of course. The R9 290X is a good equivalent there.

It's widely accepted and believed that "Ti" refers to the element Titanium, signifying a stronger, better card. NVIDIA has never publicly confirmed this.

Sometimes they just have a higher clock or a higher binned chip, sometimes they have a different, better chip altogether.

It stands for Texas Instruments, Like the Ti-82. The Ti versions of Nvidia cards have had Texas Instrument secret sauce added to the hardware, resulting in better performance.

No, there are lots of cards that were "TI" variants and not fully "unlocked"

 

It's just a quicker version of the same card most of the time, or an inbetween card.

780 TI is about equivalent, although its a bit faster if you get one with good OC capabilities.

AMD/NVIDIA create a fundamental GPU design (known as the architecture, such as AMD's "GCN" architecture or NVIDIA's "Maxwell" architecture), and may produce several GPUs based on that design, scaled up to varying sizes and core counts. For example NVIDIA has the GM200 GPU, the GM204, and GM206. All of these are different sizes, but they are based on the same basic design (the Maxwell architecture). They create several products from each of these GPUs, by disabling core clusters or other parts of the GPU to create product segmentation. For example, the GTX 980 has 2048 cores, which is the full number of cores on the GM204 GPU it uses. However the GTX 970 only has 1664 cores, yet it uses the same GM204 GPU, just with several core clusters disabled.

 

When people talk about "unlocked" GPUs they are referring to a GPU which is the "full" design, without any units disabled.

Someone chose their words poorly. They might have been trying to say that Ti cards use fully functional GPU's without anything disabled (aka fully enabled). This isn't always true though. As an example, a 660Ti is a 680 (GK104) with 25% of the gpu disabled, having nothing to do with a regular 660 (GK106). The rumoured 980 Ti will be a slightly cut down GM200, while the 980 is a Fully enabled GM204. 

 

In short, Ti cards follow no set design rules.
