Yes, but not a huge one. You will see a very slight boost from the boost clock, but you can also get this from a cooler like the hyper 212 evo. It will also look nice, which may be a big thing for you.

Nope.  Stock cooler is plenty for that.

 

If you have extra money, put it into an unlocked i5 + Z series motherboard, then buy a cooler at a later date.  Being able to overclock will extend the useful life of your system by years.
