what is the best cheap cooler for the amd fx 8350? and i would love it to be silent.

Cooler Master 212 EVO in my opinion.

Dark Rock Pro 3. That's what I use and my entire system is silent under idle.

Althought that is a beast cooler it is no where near "cheap"

I completely overlooked the word cheap

 

Although I got mine for $50, which makes it kinda cheapish I guess (Compared to normal at least)

212 Evo
or the Dark rock 3 if you want it to be both silent and overclockable to a higher degree.

The 212 Evo is an inexpensive cooler that works well but it's included fan can get loud around the middle of it's RPM range and it's a bit fiddly to install. If you want to spend around $40-ish the Cryorig H5 Universal is quieter, performs better, looks better, has 100% RAM compatibility and is about as easy to install as an aftermarket cooler can possibly be without using push pins. I use it on my 3570k @4.8Ghz 1.45v and my load temps are in the mid 70c range with an 18c-ish ambient temperature and the included fan seems to be quieter than the 212's fan.

I have the AMD FX-8350 and the Dark Rock 3 Cooler. Its a very good combination if you ask me. :)

Do you have a budget for the cooler?

 

The 212 EVO is alright for the money, definitely not what I would consider a quiet cooler though.

If you consider 50$ cheap, then there's the Thermalright true spirit 140 power. It's really tall, but also a beast at cooling and it's freaking silent!

212 Evo is a great cooler for almost any CPU out there, however I recommend you get a NH-D15 and overclock to 4,7-4,8GHz.

If no o/c, Hyper 212....Plenty of 140mm cooling solutions out there but do not know what cheap is to you....give a range of $-$$$.
