For gaming is this cpu currently top of the line?

Pretty much.

You can go for an i7 (like the 4790K) but barely any games uses more than 4 cores.

The i5-4690k is only bested by the i7-4790k. But not by much at all.

In the vast majority of cases yes it is the best. The hyperthreaded Core i7-4790K wouldn't do much extra to be honest though those threads are running faster straight out of the box.

im matching it up with a 290 from msi for ma new build

CPU-i5 4690k 4.4ghz @ 1.190V, MOBO-MSI z97 gaming 3, Cooler-hyper 212 evo, GPU- r9 290x asus directcuII (-37Mv), Storage-120gb v300(switching soon), 1tb caviar blue, CASE-Red/black h440, PSU-Antec TPC 650.

No 4790k is top of the line but 4690k is still more than adequite for literally any game
